Not even vampires could be that evil. Or zombies, for that matter. I always was convinced that he sold his soul to the devil–how else do you think he’s survived that many heart attacks?
Cheny isn’t a vampire. I definatley agree with the Lich hypothesis. This would also explain why apparently his heart has only beaten three or four times in the last eight years.
I’d say he was casting mind-control spells with his lich-powers on Bush, but then Bush could be swayed simply by jangling keys over his head. Mind-control spells would explain how Bush was elected, however.

This explains so much about Cheney. But I always thought he was a vampire myself.
